Jemima Cummins — Extended Profile
Jemima Cummins is an urban and transport planner with developing specialisations in GIS and active transport. She works across a range of projects at Eukai, where she seeks to integrate data visualisation, research and/or engagement to support better project outcomes.
Her experience spans strategic and statutory planning, academic research and major infrastructure programs, including work on the Suburban Rail Loop, local government walking and cycling projects and international transport policy research.
Jemima is an emerging leader in transport and urban planning, recognised for her strong analytical capability and a collaborative, people-focused approach.

Approach
Jemima prioritises a collaborative and evidence-driven approach to planning. She is particularly interested in how data visualisation and engagement can help make complex planning issues more accessible to decision-makers and communities. Jemima values diverse perspectives and interdisciplinary thinking as part of the planning process.
This approach was reflected in her work supporting the City of Yarra Walking and Wheeling tool, where she combined research, engagement, and GIS analysis to help prioritise upgrades for inclusive walking and wheeling infrastructure.

Suburban Rail Loop (Work Package D) | Suburban Rail Loop Authority
Jemima supported coordination across a large multidisciplinary team working across global offices, contributing to project management, submissions, commercial management and stakeholder review processes on one of Victoria’s largest infrastructure programs.
Yarra Walking and Wheeling Strategy Tool | City of Yarra
Jemima facilitated community engagement and supported the development of a GIS-based planning tool to help Council prioritise upgrades to walking and wheeling infrastructure.
Merri Creek Cycling Improvements | Department of Transport and Planning
Jemima undertook intersection modelling, gender impact assessment, mapping and network assessment to improve cycling connectivity and support safer active transport links.
Dubai Parking Management Study | Government of Dubai
Jemima contributed to international benchmarking and policy analysis to support future parking management approaches in Dubai.
Bicycle Infrastructure at Bus Stops Research | Arup University
Jemima delivered research and design input exploring integration between cycling infrastructure and bus operations, helping inform future transport planning and policy discussions.
Research, engagement, and emerging leadership
Alongside consultancy work, Jemima has been active in research, advocacy, and broader conversations about the future of cities and transport.
She is particularly interested in making our cities more sustainable and accessible in the face of major challenges like climate change and growing social inequality.
She has contributed to industry discussions and advocacy, including volunteering for the organisation Better Streets and submissions to planning journals.
Jemima has completed the “Planning the Cycling City” program at the University of Amsterdam, which shaped her interest in people-focused and globally informed planning approaches.
Education and academic background
Jemima completed a Master of Urban Planning at the University of Melbourne, graduating with first class honours and receiving academic awards recognising excellence in statutory planning. Her thesis focused on the renewable energy transition in Australia’s rental sector.
