Clare Huggins is a planner who places people at the centre of transport and planning. She works on the principle that every trip, whether by truck, bike, or foot, is shaped by people, and that planning should provide safe, comfortable, and attractive choices for how they travel.
Locally Informed, Globally Aware
With a background in sociology, international development, and a Master of Urban Planning, Clare brings a systems and equity lens to her work. She applies global best practice guidance while grounding decisions in local lived experience, ensuring strategies are both evidence-based and community-informed.
Enabling Shared Decision-Making
Her projects include preparing National Guidance on Travel to School processes and Cycling and Micromobility, leading innovative community-first engagements to develop transport and tourism action plans, and working on neighbourhood access reviews.
Through Participatory Planning
Clare applies frameworks to balance needs and trade-offs, and has designed and delivered engagement processes ranging from intercept surveys to collaborative strategy-making, always with the aim of reflecting how people actually move and live.
At Eukai, Clare contributes to project leadership and mentoring while supporting the growth of the team’s planning and engagement practice across the transport sector.
