Justin Gale
Justin Gale is a transport engineer and infrastructure advisor with extensive experience integrating major transport projects into live networks. He specialises in transport operations, project integration, network disruption planning, and stakeholder coordination, helping governments and delivery partners navigate the challenges of planning, designing, delivering and handing over complex infrastructure.
Having worked in both government and consulting, Justin brings a practical understanding of how major projects move from concept through procurement, design, construction, and operational handover. His experience includes senior roles on the Suburban Rail Loop, Metro Tunnel, Melbourne Airport Rail, and Level Crossing Removal Project, giving him first-hand insight into the governance, approvals, and operational realities of Australia's largest transport programs.
Justin works across both strategic and project-level decisions, ensuring transport outcomes remain practical, coordinated, and deliverable throughout the lifecycle of major infrastructure projects
Approach
Justin specialises in the practical challenges of delivering transport infrastructure in complex operating environments.
His experience on both the client and delivery sides enables him to anticipate project risks early, coordinate across organisations, and balance competing operational, engineering, and stakeholder priorities.
In practice this means:
integrating transport operations into infrastructure planning from the earliest project stages
resolving complex interfaces between government agencies, contractors, operators, and local stakeholders
planning for network disruption while maintaining transport performance
ensuring transport assets are designed, delivered, and handed over with long-term operational outcomes in mind
Justin is recognised for bringing a calm, systems-focused approach to projects operating under significant public, political, and delivery pressures.
Major infrastructure leadership
Justin has contributed to many of Victoria's largest transport infrastructure programs, including:
Suburban Rail Loop: Led transport integration and Road Authority review for tunnels and station packages, coordinating temporary and permanent transport infrastructure, transport staging, design acceptance, and operational integration.
Melbourne Airport Rail: Provided transport subject matter expertise across design development, modelling, technical requirements, network disruption planning, and stakeholder coordination.
Metro Tunnel: Led surface transport interface planning around Parkville and State Library precincts, coordinating delivery impacts between contractors, government agencies, councils, and major stakeholders.
North East Link: Acted as Project Integration Lead, overseeing transport impacts associated with major construction staging and disruption across Melbourne's arterial road network.
Level Crossing Removal Program: Supported planning, design, and infrastructure delivery across multiple project packages throughout Victoria.
Transport operations and major events
Alongside major infrastructure, Justin has extensive experience managing transport operations for complex events and high-demand environments.
His experience includes transport planning and operational readiness for:
· Formula One Australian Grand Prix
· Run for the Kids
· Australian Open
· major freeway and arterial road closures
· network operations during major construction activities
This experience has strengthened his understanding of how transport networks respond under pressure and how careful planning can minimise impacts while maintaining network performance.
Government and industry perspective
Justin's recent government experience provides a detailed understanding of:
project approvals
executive governance
funding and assurance processes
road authority requirements
delivery authority coordination
transport asset acceptance
stakeholder management across multiple agencies
Combined with more than a decade in consulting, this allows him to bridge the gap between project proponents, contractors, government agencies, and delivery partners.
Education
