Dr Suzanne Barker
Strategic Planner | Engagement

Suzanne is a cross-disciplinary thinker who brings over two decades of experience to complex spatial and transport challenges. With a background spanning planning, urban design and behavioural science, she specialises in linking policy with place - ensuring strategies are not only technically sound but grounded in how communities live, move and grow.

Her approach blends evidence with cross-discipline understanding. From leading growth area frameworks to co-designing flood resilience and economic strategies, Suzanne is known for helping stakeholders navigate complexity, build trust, and align around decisions that last.

As a technical advisor at Eukai, she shapes integrated planning solutions that connect land use, movement and engagement. Her PhD in urbanism explored how cognitive bias shapes community response to change, a lens she brings to every conversation.

Based on Victoria’s Surf Coast, Suzanne will help the clients and the Eukai team create future-ready outcomes across the state, working with governments, councils and communities to plan for connected, resilient places.
