Tina Webb is a transport planner and traffic engineer with over 25 years of experience across Victoria, specialising in growth area planning, precinct structure planning, and integrated transport and land use.

She has played a central role in shaping many of Victoria’s new communities through her work at the Victorian Planning Authority, where she has led transport planning across metropolitan and regional growth areas. Her experience spans policy, planning, and delivery, with a focus on ensuring transport networks are practical, coordinated, and aligned with development outcomes.

She works across both strategic planning and detailed traffic engineering, bringing a depth of technical expertise that ensures plans are grounded in how networks actually function.

At the Victorian Planning Authority, Tina has led multimodal transport planning across greenfield, regional, and urban renewal sites. Her role has included:

  • advising on transport inputs to planning scheme amendments

  • responding to submissions and reviewing expert evidence

  • coordinating infrastructure planning across disciplines

  • managing consultants and stakeholder engagement

She has also acted as an Expert Traffic Witness through Planning Panels Victoria, providing independent advice on complex planning matters.

Prior to this, Tina held senior roles at RACV and Ratio Consultants, where she delivered transport strategies, policy advocacy, and major traffic engineering projects across Victoria.
