Will Fooks is a transport and urban planning leader with over 20 years of experience across Australia and the UK. He specialises in developing transport guidance, frameworks, and strategies that shape how networks are planned, prioritised, and delivered.

He has held senior leadership roles at Transport for London, the Victorian Government, and Stantec, and joined EUkai in 2024. His experience spans national policy and guidance, major infrastructure programs, and local implementation, with a focus on turning strategy into clear, usable direction for agencies and practitioners.

He works at both system and project level, staying closely involved in the detail to ensure guidance holds up in real conditions.

His work covers:

  • development of national and state guidance for transport planning and network operations

  • Movement and Place frameworks and their application in real projects

  • transport strategy integrated with land use and precinct planning

  • network operations planning and performance frameworks

  • cycling, micromobility, and active transport policy and guidance

  • major program and infrastructure advisory, linking strategy to delivery

  • stakeholder alignment across government, agencies, and delivery partners

He works across scales, from national frameworks and guidance through to corridor planning, precinct strategies, and site-level application, ensuring consistency between policy, planning, and delivery.

Approach

Will’s work centres on developing guidance that shapes how transport systems are planned, prioritised, and delivered. He operates at the point where policy, technical practice, and real-world application meet.

His early roles at Transport for London grounded his understanding in live network operations and major program delivery. He has since applied that experience to the development of national frameworks, practitioner guidance, and decision-making tools across Australia and New Zealand.

In practice, this means:

  • translating complex policy into clear, usable guidance for practitioners

  • structuring frameworks that can be applied across different contexts and jurisdictions

  • aligning technical methods with how decisions are actually made within agencies

  • bridging gaps between strategy, operations, and investment planning

He works closely with agencies, councils, and delivery partners to ensure guidance is not only technically sound, but adopted and used.

His approach is:

  • guidance-led, focused on creating tools and frameworks that shape practice

  • evidence-based, grounded in network performance, behaviour, and outcomes

  • implementation-focused, with clear pathways from guidance to delivery

The focus is on building systems and guidance that influence decisions at scale, not just individual projects.

National policy and guidance leadership

Will has played a leading role in shaping transport policy and guidance across Australia and New Zealand. He has developed this space through his operational and policy experince.

He has led or contributed to:

  • Movement and Place framework development

  • Austroads guidance on cycling, micromobility, and network operations

  • Low and zero emission vehicle incident response guidance

  • Transport Network Operations Planning Framework (TNOP)

  • National Roads Service Level Framework

  • Valuing the benefits of place within transport systems

This work has influenced how governments prioritise investment, define network performance, and integrate transport with land use outcomes.
