Project overview

Eukai prepared transport planning advice and expert evidence for Warrnambool City Council through the Warrnambool Planning Scheme, which introduced the East of Aberline Precinct Structure Plan (PSP) and Development Contributions Plan. The project involved reviewing transport planning outcomes for a a key growth area on the eastern fringe of Warrnambool. The work focused on assessing how proposed future transport infrastructure aligns with future development needs, including road network structure, intersection treatments, and active transport connections.

Infrastructure planning focus

The assessment considered the transport infrastructure items proposed within the Development Contributions Plan (DCP), with particular attention to whether specific projects should be included as funded DCP items. Key matters included a connector street north of Boiling Down Road, potential signalisation of an intersection on Horne Road adjacent to the proposed Neighbourhood Activity Centre, and shared path crossings over Russell Creek. Broader considerations included the classification, function, and cross-section of Horne Road, along with intersection requirements and effects on the surrounding road network.

Technical review and analysis

Eukai reviewed PSP and DCP documentation, integrated transport assessments, transport design and cost material, and Council and third party submissions. The work also drew on earlier peer review advice and supplementary traffic modelling prepared by Eukai. This supported evaluation of infrastructure need, nexus, cost apportionment, and staging considerations within the proposed framework.

Expert evidence

Eukai prepared and presented expert transport evidence for consideration to the panel. The evidence assessed whether proposed infrastructure items were appropriately justified for inclusion in the DCP and whether further technical work was required to support finalisation of the PSP and DCP framework.
