Project overview

Eukai prepared transport planning advice for Clyde South Landowners Group through the Casey Planning Scheme, which introduced the Casey Fields South Employment and Devon Meadows Precinct Structure Plans (PSP). The project involved reviewing transport planning outcomes for a major growth interface in Melbourne’s south eastern corridor and how major transport infrastructure would support future urban development.

Strategic corridor context

The assessment focused on the interface between the proposed PSP areas and the future Clyde South PSP. This area forms part of a wider growth structure where arterial road planning plays a critical role in shaping long term connectivity, development access, and freight movement across the South East Growth Corridor. The proposed arterial road alignment required careful testing against broader corridor planning objectives.

Arterial road alignment assessment

A key issue involved the proposed alignment of a future arterial road at the boundary between PSP areas. The work examined whether the alignment was strategically justified and whether it aligned with the South East Growth Corridor Plan. Consideration was given to whether the available technical material supported a direct connection or whether further refinement and testing was required before confirming a preferred corridor.

Technical review

Eukai reviewed PSP documentation, strategic transport modelling outputs, integrated transport assessments, and relevant material from transport authorities. The work also included site inspection of the surrounding road network to understand physical constraints, interface conditions, and connectivity gaps. This review supported assessment of how the proposed road network integrates with existing and planned infrastructure.

Expert evidence

Eukai provided independent transport evidence on the feasibility of the proposed arterial road planning response. The advice addressed whether the alignment was sufficiently supported by technical analysis and whether further justification was required before finalising the corridor. The evidence assisted in assessing strategic transport outcomes for a key growth interface within Melbourne’s south east region.
