Project overview

Eukai supported Yale Investment 2 Pty Ltd through the Melton Planning Scheme, which introduced the Melton East Precinct Structure Plan (PSP) and Infrastructure Contributions Plan (ICP). The project involved reviewing the transport framework for one of Melbourne's expanding greenfield growth areas, with particular attention given to how major transport infrastructure would support future urban development.

Planning for a growing community

The Melton East PSP establishes the long term transport network required to service future residential neighbourhoods, employment areas, and community facilities. As part of the planning process, Eukai assessed whether the proposed road network, intersections, and supporting infrastructure were appropriately aligned with anticipated growth, land use patterns, and development sequencing.

A key area of focus involved transport infrastructure affecting landholdings along Paynes Road, including the proposed north to south connector road and upgrades to surrounding intersections. The assessment considered how these infrastructure items would function within the broader transport network while balancing access, connectivity, and future development outcomes.

Strategic Transport Review

Eukai undertook a detailed review of the exhibited and revised PSP and ICP documentation, supported by strategic transport modelling and the Integrated Transport Assessment. The review examined the classification and alignment of major roads, the timing of infrastructure delivery, and the relationship between proposed transport projects and development staging across the precinct.

The assessment also considered whether the proposed infrastructure items reflected the expected transport demand generated by future development and whether they aligned with broader strategic planning objectives for Melbourne's western growth corridor.

Infrastructure funding and delivery

A significant component of the project involved assessing how transport infrastructure would be funded and delivered through the ICP. Eukai reviewed the justification for nominated infrastructure projects, the allocation of costs between landowners, and whether proposed funding arrangements appropriately reflected the benefits provided by each transport improvement.

Expert evidence

Eukai provided independent transport advice throughout the planning process and prepared expert evidence to assist consideration of Amendment C244 in the Melton Planning scheme. It also considered the treatment of transport infrastructure affecting landholdings on Paynes Road, including the proposed north to south connector road and associated intersection upgrades. The work helped evaluate whether the proposed transport framework would deliver an efficient, connected, and appropriately staged road network capable of supporting long term growth within the Melton East Precinct.
