Project Overview

A key component involved examining the proposed waiver of statutory car parking requirements and how this aligns with planning policy for activity centres.

Assessment Focus

Eukai evaluated existing and future parking demand, nearby public parking capacity, walking access to Ballarat Railway Station, and connections to surrounding services and employment areas. The work also considered the operational function of the development, including vehicle access, parking supply efficiency, and potential effects on surrounding streets.

Key Findings and Advice

Eukai concluded the proposed parking provision aligns with the transport role of Ballarat Central as a higher order activity centre. The surrounding context provides alternative access options, including public transport and nearby parking supply, which supports a reduced reliance on private vehicle parking. The expert advice supported decision making on whether the parking outcome would create adverse transport or amenity impacts within the precinct.
